Bi State Development

Bi-State Development (BSD) is a regional economic development agency established in 1949 through an interstate compact between Missouri and Illinois. It serves the St. Louis metropolitan area, focusing on fostering regional growth, connectivity, and economic development across seven counties. BSD is governed by a 10-member Board of Commissioners and led by a President and CEO, overseeing various executive functions. BSD manages five major enterprises that support transportation, tourism, freight, and research. Its Metro Transit system includes MetroLink, a light rail network, and MetroBus, which covers a vast area. The agency also operates the Gateway Arch Riverfront, enhancing tourism through attractions like the Gateway Arch tram and riverboat tours. Additionally, BSD owns the St. Louis Downtown Airport, coordinates the St. Louis Regional Freightway, and supports research through the Bi-State Development Research Institute. BSD plays a vital role in shaping the region's infrastructure and economic landscape, serving residents, businesses, and visitors alike.
